The index is a composite, which measures prices for charter a ship (large bulk cargoes, grain, iron ore, etc.). They wrongly use the index as a barometer of the international trade. The index tracks the costs of delivery not the amount of the international trade. Despite the fact that the index in the 2010s fluctuated in a range and was significantly lower than the level of 2008, the international trade grew steadily during the period and exceeded the levels of 2008.
